If you use; Sound > ‘Record to New Document…’, then yes you can listen to the sound levels before hitting the record button.
In the ‘Record To New Document…’window, just make sure that you have the correct input source selected in the ‘Source’ tab and that the ‘Playthrough’ option is ticked in the bottom left corner of the window.
